1. For the purposes of this Convention, a Standing Committee shall be set up.1. Il est constitué, aux fins de la présente Convention, un Comité permanent.(1) Für die Zwecke dieses Übereinkommens wird ein Ständiger Ausschuß eingesetzt.
2. Each Party may be represented on the Standing Committee by one or more delegates. Each delegation shall have one vote. Within the areas of its competence, the European Economic Community shall exercise its right to vote with a number of votes equal to the number of its member States which are Parties to this Convention; the European Community shall not exercise its right to vote in cases where the member States concerned exercise theirs, and conversely. 2. Toute Partie peut se faire représenter au sein du Comité permanent par un ou plusieurs délégués. Chaque délégation dispose d'une voix. Dans les domaines relevant de ses compétences, la Communauté économique européene exerce son droit de vote avec un nombre de voix égal au nombre de ses Etats membres qui sont Parties à la présente Convention; la Communauté européenne n'exerce pas son droit de vote dans les cas ou les Etats membres concernés exercent le leur, et réciproquement.(2) Jede Vertragspartei kann im Ständigen Ausschuß durch einen oder mehrere Delegierte vertreten sein. Jede Delegation hat eine Stimme. Innerhalb ihres Zuständigkeitsbereichs übt die Europäische Gemeinschaft ihr Stimmrecht mit einer Anzahl von Stimmen aus, die der Anzahl ihrer Mitgliedstaaten entspricht, die Vertragsparteien dieses Übereinkommens sind; die Europäische Gemeinschaft übt ihr Stimmrecht in den Fällen nicht aus. in denen die betreffenden Mitgliedstaaten ihr Stimmrecht ausüben und umgekehrt.
3. Any State referred to in Article 29, paragraph 1, which is not a Party to this Convention may be represented on the Standing Committee by an observer. 3. 4. The Standing Committee may seek the advice of experts in order to discharge its functions. It may, on its own initiative or at the request of the body concerned, invite any international or national, governmental or non-governmental body technically qualified in the fields covered by this Convention to be represented by an observer at one or part of one of its meetings. 4. Le Comité permanent peut, pour l'accomplissement de sa mission, recourir à des experts. Il peut, de sa propre initiative ou à la demande de l'organisme concerné, inviter tout organisme national ou international, gouvernemental ou non gouvernemental, techniquement qualifié dans les domaines couverts par la présente Convention, à être représenté par un observateur à tout ou partie d'une de ses réunions.(4) Der Ständige Ausschuß kann den Rat von Sachverständigen einholen, um seine Aufgaben zu erfüllen. Er kann aus eigenem Antrieb oder auf Ersuchen des betreffenden Gremiums jedes internationale oder nationale staatliche oder nichtstaatliche Gremium, das in den von diesem Übereinkommen erfaßten Bereichen fachlich qualifiziert ist, einladen, sich durch einen Beobachter auf einer oder einem Teil einer seiner Sitzungen vertreten zu lassen.
5. The Standing Committee shall be convened by the Secretary General of the Council of Europe. Its first meeting shall be held within six months of the date of entry into force of the Convention. It shall subsequently meet whenever one-third of the Parties or the Committee of Ministers of the Council of Europe so requests, or on the initiative of the Secretary General of the Council of Europe in accordance with the provisions of Article 23, paragraph 2, or at the request of one or more Parties in accordance with the provisions of Articles 21, sub-paragraph c, and 25, paragraph 2. 5. Le Comité permanent est convoqué par le Secrétaire Général du Conseil de l'Europe. Il tient sa première réunion dans les six mois qui suivent la date d'entrée en vigueur de la Convention. Il se réunit par la suite lorsqu'un tiers des Parties ou le Comité des Ministres du Conseil de l'Europe en formule la demande, à l'initiative du Secrétaire Général du Conseil de l'Europe, conformément aux dispositions de l'article 23, paragraphe 2, ou encore à la demande d'une ou de plusieurs Parties, conformément aux dispositions des articles 21, alinéa c, et 25, paragraphe 2.(5) Der Ständige Ausschuß wird vom Generalsekretär des Europarats einberufen. Seine erste Sitzung findet innerhalb von sechs Monaten nach Inkrafttreten dieses Übereinkommens statt. Danach tritt er zusammen, sobald ein Drittel der Vertragsparteien oder das Ministerkomitee des Europarates dies verlangt, oder auf Veranlassung des Generalsekretärs des Europarats nach Artikel 23 Absatz 2 oder auf Ersuchen einer oder mehrerer Vertragsparteien nach Artikel 21 Buchstabe c und Artikel 25 Absatz 2
6. A majority of the Parties shall constitute a quorum for holding a meeting of the Standing Committee. 6 La majorité des Parties constitue le quorum nécessaire pour tenir une réunion du Comité permanent.(6) Der Ständige Ausschuß ist verhandlungs- und beschlußfähig, wenn auf einer Sitzung die Mehrheit der Vertragsparteien vertreten ist.
7. Subject to the provisions of Article 9bis, paragraph 3b and Article 23, paragraph 3, the decisions of the Standing Committee shall be taken by a majority of three-quarters of the members present. 7. Sous reserve des

8. Subject to the provisions of this Convention, the Standing Committee shall draw up its own Rules of Procedure. 8. Sous réserve des dispositions de la présente Convention, le Comité permanent établit son reglement intérieur.(8) Vorbehaltlich der Bestimmungen dieses Übereinkommens gibt sich der Ständige Ausschuß eine Geschäftsordnung.
