1. This Convention shall be open for signature by the member States of the Council of Europe and the other States party to the European Cultural Convention, and by the European Community. It is subject to ratification, acceptance or approval. Instruments of ratification, acceptance or approval shall be deposited with the Secretary General of the Council of Europe. 1. La présente Convention est ouverte à la signature des Etats membres du Conseil de l'Europe et des autres Etats parties à la Convention culturelle européenne, ainsi qu'à celle de la Communauté européenne. Elle sera soumise à ratification, acceptation ou approbation. Les instruments de ratification, d'acceptation ou d'approbation seront déposés près le Secrétaire Général du Conseil de l'Europe.(1) Dieses Übereinkommen liegt für die Mitgliedstaaten des Europarates und die anderen Vertragsstaaten des Europäischen Kulturabkommens sowie die Europäische Gemeinschaft zur Unterzeichnung auf. Es bedarf der Ratifikation, Annahme oder Genehmigung. Die Ratifikations-, Annahme- oder Genehmigungsurkunden werden beim Generalsekretär des Europarats hinterlegt.
2. This Convention shall enter into force on the first day of the month following the expiration of a period of three months after the date on which seven States, of which at least five member States of the Council of Europe, have expressed their consent to be bound by the Convention in accordance with the provisions of the preceding paragraph. 2. La Convention entrera en vigueur le premier jour du mois qui suit l'expiration d'une période de trois mois après la date à laquelle sept Etats, dont au moins cinq Etats membres du Conseil de l'Europe, auront exprimé leur consentement à être liés par la Convention conformément aux dispositions du paragraphe précédent.(2) Dieses Übereinkommen tritt am ersten Tag des Monats in Kraft, der auf einen Zeitabschnitt von drei Monaten nach dem Tag folgt, an dem sieben Staaten, davon mindestens fünf Mitgliedstaaten des Europarats, nach Absatz 1 ihre Zustimmung ausgedrückt haben, durch das Übereinkommen gebunden zu sein.
3. A State may, at the time of signature or at any later date prior to the entry into force of this Convention in respect of that State, declare that it shall apply the Convention provisionally. 3. Un Etat peut, lors de la signature ou à une date ultérieure précédant l'entrée en vigueur de la présente Convention à son égard, déclarer qu'il appliquera la Convention à titre provisoire.(3) Ein Staat kann zum Zeitpunkt der Unterzeichnung oder zu jedem späteren Zeitpunkt vor Inkrafttreten dieses Übereinkommens für diesen Staat erklären, daß er das Übereinkommen vorläufig anwendet.(1)
4. In respect of any State referred to in Paragraph 1, or the European Community, which subsequently express their consent to be bound by it, this Convention shall enter into force on the first day of the month following the expiration of a period of three months after the date of deposit of the instrument of ratification, acceptance or approval. 4. La Convention entrera en vigueur à l'égard de tout Etat visé au paragraphe 1, ou de la Communauté européenne, qui exprimeront ultérieurement leur consentement à être liés par elle, le premier jour du mois qui suit l'expiration d'une période de trois mois après la date du dépôt de l'instrument de ratification, d'acceptation ou d'approbation.(4) Für jeden in Absatz 1 bezeichneten Staat oder die Europäische Gemeinschaft, die später ihre Zustimmung ausdrücken, durch das Übereinkommen gebunden zu sein, tritt es am ersten Tag des Monats in Kraft, der auf einen Zeitabschnitt von drei Monaten nach Hinterlegung der Ratifikations-, Annahme- oder Genehmigungsurkunde folgt.(2)
